My panel is putting out 19-20 volts but when I hook up the controller and battery, the controller (30A PWM) output drops to 11.5 volts, obviously not enough to charge a 12V battery. I imagine if the battery is dead, or has a shorted cell, then the controllers charging voltage would be pulled very low. Have you tried another battery? I guess I missed this thread.... Yep what he^^^^^ said..... hi roger, with a pwn controller, during charging the panel's voltage should be very close to battery voltage. as the battery charges its voltage should rise along with the panel's voltage. Since the panel's voltage matches battery voltage during charging your 11.5v suggests the battery is deeply discharged.
