I want to Hook a DC charger to my solar battery to Keep my battery topped off when the Solar can't keep up. Is this possible to do without starting a fire or breaking my charger or CC?

Yes, you can. As long as the DC Charger is "smart" (IE designed to charge the battery and then MAINTAIN it without overcharging) then you have little to worry about.
Your solar charge controller can be considered to be such a "smart charger." It watches the battery and adjusts its output based on the battery's state of charge. As far as it's concerned, it doesn't matter what else is charging the battery: If the battery needs juice, it will supply it if it can. If it doesn't, then it will scale back its output accordingly.
Same thing for other smart chargers you may have connected to the battery.
Now, connecting a "dumb charger" may be a problem, since it will charge the battery whether it needs it or not. Fortunately, most chargers are smart these days.

Most "smart chargers" (non solar charge controller varieties) won't scale back up once they've gone to float. Can anybody recommend one that will?
