Quick update. The rj45 rs232 usb cable works with no issues. Plugged it in, set the port, and good to go! Do your really mean rj45? That plug is substantially bigger and has more pins that an rj12. You might have mentioned it, but for the record, could you say which CC you are using that cable with?

Yesterday, I got my RS232(RJ12)-USB cable from China, and it works as advertised. It took about three weeks to get here, but it least it works. Since richsolar sells a working cable, I would recommend that if you are in need of a cable, then richsolar, is the place to buy.
The only problem that I have now is, my first Rover MPPT that I bought as an open box, from Renogy, the RS232-USB port is not working. I guess that is why it was sold as a return, open box, item. I guess that will be the last time I buy an open box, return item.

I found on a PWM controller made by the same company (srne solar) that the USB port was controlled by the load feature and I had to turn it ON.

I have two Rover MPPT units, the second one I purchased as a new product. On the new one, I have had the RS232-USB port working with the Load on and off.
The faulty MPPT unit, I am going to use it to turn on/off, set on 0, some lights. The 0 setting seems to turn on when the solar panels are at ~8V, and they turn off at ~10V, dusk and dawn.
