My system is set up to provide light to my carport which is remote from my house. System includes a 12v motion detector switch.
I typically get a good 4 hours a day full sun on solar panel; motion detector lights only on max 5 times a night - for max 5 minutes each. (4) 7.5 W LED. If I start with fully charged battery (charged offline with AC powered charger), system will go several weeks (2-4) working property. However, if we have several rainy/overcast days, battery seems to deplete, after which no amount of sunlight seems to charge it. Indicator panel shows battery type lighted red and solar panel lighted green. Neither are flashing. The battery light is off. Multimeter reading at batt terminals of controller shows between 3 and 4 volts. At same time, meter shows 16-19 v from solar panel to controller. Any ideas why battery is not charging? could it something be happening on the load side?

It sounds to me like the battery is DEAD,,,,,,,,,,,,,,,,,, 3 to 4v really? And you ask why the battery won't charge......... If you don't shut down your system you will hurt it all........
Power from the panel to the CC at night is nothing if your battery is dead you won't get a reading on the load side........ You should never let your battery get below 11.00.........

It is small; but the load is even smaller - 30 watts for max 15 minutes a day - seemed like it would work. Guess I go shopping for a new and larger battery. thanks.

You can ONLY use half of what ah you have in your battery before you start hurting your battery..........
Buy at LEAST a 100ah battery of larger would be even better if you have the room.......
Best of luck.............

Perhaps the battery is undersized or there was an interruption in the circuit that put the solar on open circuit and not charging. We would recommend to troubleshoot your panel and check your connection to indicate charging, otherwise you may need to reevaluate your loads and sizing and we could assist with that. www.youtube.com/watch?v=JPb0b-s-Wfs
