If I haven’t set up my charge controller and battery bank yet, can I go ahead and mount my solar panels and just run the cables into my van (not plugged in)? Not sure if this is ok or not since the charge has no where to go. Thanks!

Cap off the ends, they will be live.

after you install, or before, take a volt meter and measure across the 2 wires in good sun, this is call Voc, open circuit voltage and a way to test panels, it should be near the Voc on the sticker on the back of the panel. A '12v' panel should measure 20-22v, may be lower to panel heating.
An additional test is amperage, if you can set your meter correctly and high enough scale, you short the panel with the meter setup for amps. This is Ics or short circuit current which should also be published on the back of the panel. 100w panel is 5+ amps. Current varies with angle of sun and how much sun.
Both of these test are @ zero power, Voc 22v no amps, Isc 5A no voltage.
